The LCCs we use are all pre-tinned. If not received that way, we send them
out to a tinning house.

Jim,
I would have to agree with Ed. Pre-tinning should help immensly,
just be
careful of leaching, although it shouldn't be a concern unless you
plan on
recycling LCC's off reject boards.
