Well! There's a nice can of worms to open up!

I generally say a "no-clean" flux has been formulated not to need cleaning, under
specific circumstances: as such it may be very difficult to clean, even impossible.
Notwithstanding, the residues of SOME "no-clean" fluxes can be successfully cleaned,
but often requiring fairly aggressive and tricky processes. If the volume of products
requiring cleaning justifies it, my recommendation would be to go to water-soluble
chemistry for those products requiring cleaning: i.e. split the product lines although,
of course, you could share printing, placement/insertion machines and reflow ovens,
provided that the operators are well trained to segregate the assemblies. One customer
I have with this problem uses a different coloured solder mask for the boards that
require cleaning, to reduce the risk of bad channeling. This way, you have no
compromise, as you must if you use the same flux/paste for both cleaning and not
cleaning.
