Hi Steve and All -

There are a couple of legal hooks in any safety rule, that you need to be
aware of:

First, once implemented, the rule must be enforced by the employer, AS A
CONDITION OF EMPLOYMENT.  If not enforced, the emplyer can find
himself/herself open to a variety of penalties by the governing agencies
(state and federal);

Second, if not enforced, the employer may end up in some very messy legal
entanglements with their workers comp and/or insurance agency, if an injury
results.

The best thing the employer can do, is to make the circumstances for wearing
the safety glasses or other protective equipment very clear, so they can be
easily understood by emplyees, auditors and investigators.   Steve, I
strongly agree with you that there are a number of functions, such as using
a scope, etc., which must by nature be exempted from the requirements.  A
blanket rule is generally not the solution.
