4, 6, 8 up I can imagine, 20 up thats alot and the panel is way too big for
0.7mm. Who made this decision?

Board size is approx. 2.3" x 2.4"

panel is 20-up   size is approx. 13" x 9.5"

Production says it doesn't matter what size the panel is, they cannot place
0402
on .031" material. Help!

Come on guys. Let's get a few more facts. What are the dimensions, how many
layers and what about the panel?
We have put 0402s down on boards of this thickness, without problems. The
stability of the PCB may be due to other issues?
It may be possible to stiffen up the board by changing the prepreg used at
fabrication.
Tell us more.

Tenison,

Use some sort of rigid carrier, preferably CDM material, to carry the board
through the p&p and reflow processes. You'll need to work on the carrier
design to ensure that you don't shadow areas of the board but it can be done
fairly easily.

I think you'll find this is how most flex assemblers overcome similar
problems, it's certainly what I used when I worked in flex assembly.
