Hi Timothy! Reading your response I get the impression that you may have drawn
the conclusion that the IPC's use of "lack of data" is a weak justification
(which I don't think is the impression you meant to convey). A fair majority of
section 2 of IPC 600D is devoted to measles - the issue was so serious in 1973
that the IPC pulled together a Blue Ribbon committee to review all available
data on the impact of measles on assemblies. The outcome of their effort was
that a large portion of the concern over measles was not based on data but
opinion. Although measles seem like a minor issue today, they were a serious
point of contention until the BR committee released their findings.

Statement from IPC in IPC-A-600 uses the LACK of data showing that measling
IS cause for rejection (i.e. no board failure has ever (?) been attributed
to measling) Works for me.
