Unless I get a request for soldermasked defined pads, I make them the same size
as the pad. Of all the reading I've done to date, (I'm behind on this effort) I
make the pad size slighty smaller than the dia. of the solderballs. I think of
the pad as a holder and don't want the ball to collapse. Our PCB and mfg. houses
havn't complained yet.
