Hi Jason and All -

You don't mention what class wire insulation is involved in this
application, or what its end service environment is, so I think that leaves
all of us at a bit of a disadvantage.

Flying blind, I would suggest that you consider a brush touch-up with a
conformal coating, suitable to your end use and compatitible with the basic
insulating material.  You may need to do a bit of manual cleaning and
removal of flux, etc., prior to the application.  Air curing the touch-up
material for a while (generally an hour or less) will normally allow
solvents to exhaust and let the material settle into the windings.  A low
grade vacuum may also help in this application.  You may also want to warm
the winding slightly, prior to coating application to help flow, and exhaust
the cleaning fluids.

The whole issue goes back to providing an electrical insulating compound
with suitable dielectric properties for the design.
