i have a copy of 'everything you ever wanted to know about laminates...but
were afraid to ask', by c.l. guiles, technical director, electronic
substrates division, arlon, inc. that tells about characteristic impedance
and loss tangent (including its aliases)and how they relate to design.  it's
on pages 4 and 5 of my copy.  i'll fax it to you (the originator) if you'd
like.  others may want to call arlon and request this paper.
