I'm told that rotating the board slightly (say 5 degrees - not 90 degrees!)
can reduce the
occurrence of solder skips on SMT chips (caps and resistors). Any
experience out there to confirm or deny this?

I have tried such a fixture and had relatively good success. Part of the
cause was poor design layout, yet this was a mature product with no budget
available for a new layout. EMC makes a standard wave solder pallet with a
rotatable inner piece that can be set to any angle, and it worked well.
