The text-capable phones we've seen are pretty limited
at least considering the length of mails usually seen
here.
How about some tried and true throwback technology...
A simple ascii terminal (a la vt100) with a printer port
and a modest modem should be obtainable next to free.
Used with a "shell account" at a provider would be a fine
text/email connection - worked for some of us for eons
before the peecee. Lacks the glitz of today but hey, for
bang/buck it's hard to beat. Shucks, this was how I kept
a home connection until maybe two or three years ago.
