IPC released last summer a complete skills requirement document which
includes job descriptions for PCB workers as you described.  The descriptions
included some basic guidelines for educational requirements and suggest
methods to evaluate performance to acceptable levels.  I served on the task
group that wrote this document and it was intended to help HR place the right
people in the right positions by explaining the requirements of the tasks.
It deals with "front line" operator positions but it does not specifically
address skills needed in CAD/CAM, front end engineering, or process
engineering. (IPC decision.) You can contact IPC and purchase this document
