Steve,

We just went through an exercise to select a no-clean solder paste/flux and
find a cleaning chemistry effective on it. We ended up finding a compatible
paste and cleaning combination and discovered along the way that the solvent
we chose also cleaned our traditional RMA paste. It is an alcohol based
solvent from Kyzen. We will end up with one cleaning process and one solvent
that works well with both types of fluxes. It was a trial and error method
to select the right combination of paste/solvent. Currently we use a batch
washer with closed loop water rinse, but some of the trials involved an
in-line SUI machine, the type which we are planning to obtain. I don't know
about water soluble but to answer your question, we will have one cleaner
that does it all (for us).
