For us (making stencils) it is not important where the origin is located.
But it is important that all layers we need have the same origin so they can
be overlaid at import. Our software allows us to move the origin with great
ease.
After we are done preparing the cutting information we typically move the
origin somewhere on the Reference Edge of the board or panel or we move it
to the lower left corner of the board or the panel. This makes locating the
image on the metal sheet in the laser system just a little easier.

So, no rule, just a guideline.
