        Yes!!!, placement machines are affected by how tightly components
are sealed in the reels.

        I'm assuming you are talking about the cover tape on tape and reel.
Some machines use a mechanical ratcheting system with one way clutches on
their component feeders to pull the cover tape off the tape.  As the feeder
is mechanical, it is subject to wear.  Just guessing, but I would say 50% of
time a placement machine stops for a feeder error, it is because the cover
tape is not being pulled back, thus preventing the machine from picking
parts.

        Technically, the problem is a faulty feeder that needs repair, but
truthfully, it does not get repaired, so the harder to peel cover tapes will
continue to cause a problem.
