Ken,

You could try to stick to brokers that are only ISO/QS and can prove they
follow proper ESD handling including storage of the devices.  When I have
sold excess inventory, the only brokers I used were reputable that would
only take boxes that were not opened, internally the devices had to be
packed in static protection and have a desiccant packed with them, they also
would not buy a part once the date code was a certain age, for example in
1998 the would not take any date code earlier than 1996 (this was to keep
from having questionable soldering problems with leads).

In future you may want to contact the manufacturer of the device and find
out who is their qualified distributor or distributors as they usually have
agreements of some sort that limits the distributor from purchasing from
brokers but since they are the preferred distributor, the manufacturer
supports them more than distributors farther down the chain.

If the parts are shorted, were they tested at the back door?  If not and you
have test procedures in place, maybe they should be applied to brokered
parts more heavily, don't allow dock to stock procedures on brokered parts.

In the early days of cheap microcontrollers we got bit so bad with a major
recall that we ended up testing every lot of micros that came through the
door.  Besides a functional electrical test, we tested slew rates, clock
startup, sink and source ratings, and a whole lot of other items.  These
were custom fixtures we built in house and it was a pain.  We finally did
away with this procedure but not until 1995!

Recently, we have faced a major quality problem due to internal shorts. Our
distributor bought these parts from a broker, a not so reliable source.
Because of that, our management has decided to do something when the
distributor buys parts from a broker.

I have following questions to all of you.
(1) Do you have any procedure if the parts are bought from a broker or so
called not so reliable source?
(2) Any suggestion if you have faced similar problem?
