Hello Kenny
Seems to me like the key word is "internal".  I think the intent is that
magnet wire connections external to a component would be covered by the
standard. I.E. where the actual winding(s) of a coil or transformer were
brought out of its structure for connection (without an attached lead wire).
I would be careful about specifying  how a transformer manufacturer should
build the interior of his product lest I get a component that no longer
meets other regulatory requirements like any number of UL, CSA, IEC and
other agency standards.
