IPC-J-STD 001 requires in

4.2.3 Lighting Illumination at the surface of workstations

should be 1000 lm/m2 minimum. Light sources

should be selected to prevent shadows.

It is for lighting of rework worktable only, Maybe it is not suit for whole workshop's illumination.
