Unless the paper is conductive and the surface on which the paper rests is 
conductive and properly grounded, one should not rest any ESD sensitive 
PWA's on top of paper.  Paper is normally considered an insulator, not a 
conductor and therefore this is a violation of the ESD S 20.20 document 
invoked via J-STD-001 which prohibits insulators from the work station 
unless it can be proven that they are not capable of producting damanaging 
ESD voltages.
