We did a study looking at improving our SIR results for bare PWBs
(sounds like your dealing with PWBs).  We DID find that for our cleaning
process (a simple PWB washer (like a diskwasher) and we found the best
results with a saponifier at about 4% by volume. Cost to us was trivial
as we already had the cleaner.
