Another source of dummy BGAs with daisy chain test patterns and matching 
test boards is:

BGAs are definitely moisture sensitive. If they have been out of the 
drypack too long, you need to rebake them for 24 hrs at 120 deg C below 
50% R.H. (We have found the 50% R.H. not to be a problem because the R.H. 
in the oven is a lot lower than in the room.) Edmund Scientific sell a 
neat little thermometer/hygrometer that stores min/max values for about 
$35.
