Hi Dave,
Normally this would fall into the classification of a dual stripline,
but if he/she is only interested in impedance between the Plane and the one
signal layer, I don't see why this would not be valid. I believe I would handle
it as an unbalanced stripline and just Ignore the other signal layer.
