IMHO:

One _big_ problem is that the document file was UU-encoded inline,
so that 1) any mail readers that don't handle uuencoding well can
choke on it and 2) anyone replying to the message that have automatic
quoting of original message resent the entire thing PLUS two extra
characters per line.

I suggest you use MIME-compliant e-mail with base64 encoding and
send the document as an attachment.  That way, most mailers won't
resend the attachment in any replies, which is important since
the 6.0 version is about 120K!  The base64 encoding also has a
better chance of making it through a variety of mail gateways than
UU-encoding, which uses a few problem characters.

What is really needed is a spot on the IPC site where documents
like this can be uploaded, say to a public FTP directory.  Then
the e-mail can simply contain a link that interested parties can
click on to download the document.  This saves considerable download
time for people who aren't going to read it, shortens the time for
those who do since it can be stored in binary, and encourages even
more exchange of detailed information without fear of flaming.

Of course, this raises the problem of constructing simple, clear
instructions on how to do the upload and enter the link.  Not a
trivial task, given how many people still have a big problem
unsubscribing regardless of the clear instructions appended to
each posting!
