You may try URESOLVE PLUS .I think that the manufacturer is Dynalloy,but 
Iam not sure.It may although damage any other organic materials too.
It doesn't attack metals.You must check the progress of the
decapsulation very often under a microscope.The process is much slower
than with nitric acid ,and easier to control.You dip your sample
in heated URESOLVE PLUS and check after1-2 minutes,and repeat...
