Actually, I think the replacement to IPC-RB-275 has a very nice (I would say
outstanding) detail and some general guidelines.

I want to say the generic or rigid board spec IPC-2221 or IPC-2222 is the
replacement.

(My opinion is biased on the detail as it was part of a paper I co-wrote and
presented at IPC EXPO 97)

I agree with 2 & 3.
