Bev,

You underestimate the mindset of a long term government provider.  We don't
send out a mere six inches of specs to our suppliers.  The pile we send our
is three feet tall!  If the paperwork doesn't outweigh the boards, we don't
want 'em. :>)

Nortel, Lucent, Alcatel, etc., are large non-military producers of
telecommunications equipment who have been around for quite a while.  Not
being military we didn't use the mil specs as a block, although some very
good individual specs were used here and there.  We developed our own set
of
standards because at that time there was not a good set of commercial
specs.
Certainly the industry didn't feel  that IPC was "there".  Today I would
say
IPC specs are very good and getting better, both in quality and breadth of
coverage.  Jim, I do not understand why you would think that someone
building in the Class 2-3 corridor for multiple customers should have their
own standards.  IPC standards are now well known even off the North
American
continent.  Certainly we need our own for the holes that still exist in the
IPC set, but we certainly don't need to continue to maintain our whole
plethora of specs.  And certainly we need to be aware of the good set of
standards in Europe.

Also, with the latest fad(?) of sub-contracting handing you poor
sub-contractor a six inch pile of company specific standards it not such a
good thing to do.  Do you really think he is going to read it all, let
alone
put it in place for your product only?  Ten dollars to a donut he knows
about IPC specs and probably knows how to work to them.
