Scott,
The via size will depend on the pitch of the BGA. Check out sources like
Motorola's End User Manual for BGA
Products (C4PKGUSERGUIDE/D).
I am currently using 25/13 vias for a 50mil pitch BGA. I have also seen
BGA's with a pitch so small that
the via has to be placed on the BGA PAD and filled.
