Todd, the NASA printed wiring board spec calls for "100 foot-candles" of 
light intensity where visual acuity is critical.  I don't think there's 
anything like this in military board specs.

You might be interested to know that the IPC has published IPC-OI-645, 
"Standard for Visual Optical Inspection Aids".  It doesn't get specific 
about intensity or color temperature but may be of some use.  

Incidentally, I volunteered to chair the task group responsible for 
administering OI-645 when the original chair (Don Strilttmatter) 
retired.  (That was in April 1994.)  A meeting of the task group is 
scheduled for Wednesday, 23 October, at the TechWorks meeting.  Any 
improvements you or TechNet want to suggest would be welcome at that meeting.
