The white residue problem is one that is common with some no-clean
fluxes and not others.  One choice would be to change your flux.  For
instance, Kester 924FB ( a good flux) gives a lot of this but 923 and
951 do not.  Similar things could be said for fluxes from other
suppliers, I am just using Kester as an example.

In our plant we do still use some Kester 924FB and we use Axarel 2200
for cleaning.  This is a mixture invented by DuPont scientists.  The
rights to it have been sold to Petroferm in Florida (904-261-8286). At
the crudest description level Axarel is essentially a mixture of an
alcohol and paint thinner.  More specifically, the two reportable
ingredients are an ether-alcohol (1-propoxy-2-propanol) and mixed
aliphatic hydrocarbons.

Another option would be to change over to VOC free fluxes, which by
their very nature should be cleanable with water, unless you have REALLY
fried the residues.
