We have experienced this same issue.  We call it "sensuous" coating because
of the feel when you touch it.  This could be related to a specific
manufacturers coating (will not mention the brand name here), or incomplete
cure or improper mix ratio.

What causes tacky polyurethane potting material? Is tacky a cause for
rejection or is it a cosmetic issue only?
