Most of the board fabricators I have dealt with in the past five years or so
prefer to generate the coupons themselves, as a part of data preparation
prior to fab.  There are several good reasons for this preference:
1] coupon placement on the panel;
2] ability to tailor coupons to the specific design and not have to recheck
what the original designer may or may not have done;
3] ability to generate coupons which are current, rather than possibly
generated many years ago with the original design;

This also allows the fabricator to use only the coupons necessary for their
compliance with IPC-6012 rather than the full coupon set.

Recommend you check with your suppliers to determine what approach is most
compatible with their business systems and capabilities.
