This software you are referring to is called Assembly Expert or Test Expert
and is produced by a company called Technomatix. It is a product that has
been developed from a piece of software called FABmaster.

It will import any known CAD files and then using component libraries and
various output modules, will create Placement programs, Test programs, AOI
etc. It will also produce some documentation.

It can also be used across a network so that floor workers can view PCB
information.

We have been using the Test Expert to generate ICT and Flying Probe programs
for many years and have just started using the Assembly Expert for out
Placement Equipment.

I have found it to be a very useful tool.
