HP has come out with a Dielectric Materials Analyzer (HP4291 with assorted
stuff) which will test Dk and Df between 1MHz and 1.8GHz without the hassles
of stripline or sheet resonance.  It is a pricey unit, but it will
automatically sweep the frequency range and directly plot Dk & Df in a
matter of a couple of minutes with no more than a small (1"x1") piece of
unclad material.  We recently evaluated and purchased this Dielectric
Materials Analyzer, and provide testing as a service.

It must be noted that this is no substitution for information needed for
applications at higher frequencies (>2Ghz) available only with current
methods (Stripline and resonance), but can suffice for many of the current
High Speed Applications in the 700Mhz to 2Ghz range.
