The peel test on surface mount lands when using foil lamination  lands Para.
10.4 was put in to satisfy those who felt that the fabricator that used cap
foil lamination instead of the more expensive clad laminate should be
punished.  Those people are no longer present for the new update IPC-6012 and
it has been removed from this document.

Amendment 1 of IPC-RB-276 makes it mandatory only when specified on the
contract or purchase order.

Unfortunately, the garbled-up paragraph 10.3 refers to a perdinicular pull
test for all surface mount lands.  This test cannot be performed easily with
any accuracy and it is questionable if it is needed.  The test group is
reviewing the method and unless it can be justified it  probably will not
appear in IPC-6012.
