Ralph - I agree with Pat Kane's comments and would add one or two more items
to consider. You should only pay for "Good" boards, the X-Outs should not be
counted. Secondly, the fabricator should mark or cover over the board
fiducials for the X-Out boards in addition to clearly marking the boards
themselves. Some PNP's will recognize this as a bad board and skip the
board. Depending on how many boards per panel you have and the board's
complexity, I would have a hard time accepting more than 10% per panel, and
overall no more than 5% of the panels to have any X-Outs, and that assumes
you are using complex boards. If your PNP's cannot skip X-Outs, you should
seriously consider paying the premiums for no X-Outs. Obviously, all of this
depends on your company's individual situation and what your management can
live with. Ed/
