Its not only a requirement in Europe but also here in the good ol USA.
The fumes from hand soldering can be harmful to a persons health so OSHA
would like to protect them. Most companys that have a good safety program
would want to have a system for extracting the fumes from their hand solder
operation. Check out "www.purex.com"

Subject: [TN] Solder Station Fume Extractors
Ladies and Gentlemen:
We are considering installing Fume Extractors or an exhaust system to
remove
fumes associated with Hand Soldering.
I recently heard that this is a requirement in European assembly
facilities.
Can someone provide conformation to this ? A description of the kind of
equipment required and/or utilized would also be helpful.
