Hi John!

If you go to:  http://www.sixsigmaservices.com/  you'll find a company that
performs the services
that you are looking for. I just sent them some high-dollar 304-pin, 20-mil
pitch, QFP's that had some
leads that were pretty mangled. They were able to fix a good portion of
them,
but not all...like I said
these parts were pretty bad...most of them were QFP's that had become
unseated in their pockets in the
matrix tray and then some stockroom doofus stacked another tray on top of
them, you know how bad that
can tweek the leads!

They'll need a dimensional drawing of the part to program their equipment
with, most everything is
automated. They do other stuff too like re-ball BGA's, pre-tin components,
etc...
