  I think Leonard was right on this one. I remember reading an article, a
while back, that in a nutshell, said the industry was phasing out "PCB" due
to the stigma of the association with the chemical nicked named (PCB) which
everyone thinks causes cancer and birth defects. PWB was much more
politically correct. In other words, at a social event you wouldn't want to
say that you manufactured "PCB" over your flute of Champaign, now would you?

Oh good grief.. Do I have to learn another new trick..?
About 30 plus years ago both terms meant the same thing-- a bare board.  If
it 
had components on it, it was called an assembly.  It all depended on where
you 
came from, and who taught you.  I sure dont remember seeing any books from
IPC 
with definitions back then.  How about  "innerlayers", "cores", and
"details". 
I hope they all still  mean the same thing.
