This may be FC-722 from 3M, a fluoropolymer coating. It acts like a 
thin ptfe film, and therefore doesn't allow moisture to wet and therefore stick 
to the assembly. The technology is also available from other vendors in Europe 
and the Far East - it can also be used as a flux resist (e.g. stops flux 
wicking up into connector bodies).
