     The Telecommunications Act will not change compliance requirements for 
     telecommunications equipment.
     
     In my opinion, what will change are the companies that can come 
     on-line into the Telco world that have no prior experience.  For 
     instance, the Tel Comm. Act allows telephone companies to offer catv, 
     catv companies to offer telephone, and the power companies (of all 
     people) to offer both catv and telephone.
     
     Companies with no prior experience have the high probability of 
     demanding requirements that are just too strict and are cost 
     ineffective.
     
     As I may have said before to another request, 
     
     First:    Check with labs that do product safety testing, ETL, MET.    
               UL.  
     
               Check with labs that do emissions testing for the FCC.
     
               These tests are done according to PUBLIC standards.
               Public Standards are enforced by law.
     
     Second:   Check with BELLCORE themselves.  The following standards are
               a good start:
     
               GR-63, TR-78, TR-499, TR-1089.
     
               There are many many more.
     
               These standards are PRIVATE standards.  They are not
               enforced by law.  They are requested by the customer and
               enforced through contractual agreements.
     
     Finally:  If your equipment has lasers in them, you will have to
               register them with the FDA.

Good morning.  I'm trying to locate the most often used telephony and cable 
industry technical standards and compliances established by Bellcore.  In 
light of all of the changes that are in place in these industries because of 
the new Telecommunications Bill being passed, I'd like to know what to look 
for.
