     For the past 6 years, I have been evaluating test systems which where 
     used by the navy to accept or reject final product.  That is, we 
     ensured (certified) that a test system was capable of correctly 
     assessing a product to meet its specified requirements.  That 
     evaluation was done on test system hardware and software prior to 
     production.
     
     Today, with shrinking defense dollars, we are also being asked to 
     evaluate test systems once production has started using test data and 
     specifically to use the tools and techniques of section 6.0 of 
     ANSI/IPC-PC-90.  My concern is that section 6.0 seems to be written 
     for high volume production.  However, I am dealing with small volume 
     production in the range of 50-100 units per year.
     
      Is anyone out there using the tools and techniques of ANSI/IPC-PC-90 on 
      small volume production?  How are you determining reference values? 
      For accuracy and reproducibility, are "golden" units or production 
      units being used? Does any one have experience in this area?
