Oh, this brings back memories (not all good) of a time long ago when I worked for a company that made display units for aircraft. 

30kV supplies 2/3 the size of a standard home construction brick, maybe a little smaller, probably why we called them "bricks"

The boards had routed areas in between the different nets to provide for enough isolation. We had to solder all components first, inspect per mil-std, the add solder to each joint until it was a nice round ball. 

Tested in an inert high dielectric liquid, then potted with high dielectric potting material, and still had arcing and corona. Dig out potting material, replace or resolder components, retest, repot, test again. Talk about fun. 

I think your best bet is to hire someone with experience. Training program? The design engineers trained our production personnel and we learned with time what to do and what not to do.
