The holes should be drilled with in +- 0.002 inches of their loaction. 
The clearance hole diameter need to be considered also. The spacing 
between barrel and the inner plane ir critical from migartion view point. 
The minimum copper to copper distance should be > = 0.003 inches to 
minimize internal shorting probability.
