Is there an industry standard or rule of thumb when it comes to drilling
accuracy and repeatability?  How close should 0.015 inch drilled holes be to
where they want to be?  How consistent should the drilling be across a
board?  Should all the outer layer lands get hit at about the same spot as
one another?  Any enlightenment on this topic would be appreciated.
