Here is a thought, this is from the mechanical side. What diameter is
bored in the board? Fashion a go-no go gauge that is the bore of the
hole minus the minimum thickness plating allowed. If it fits it is a
no go, you can also make one with the bore minus the maximum thickness
allowed.
Also known as a pin-gauge, we used these all the time to verify
calibration of crimping tools that require a minimum crush factor.
