FYI-
Many companies use 331 for many different types of military and space
use.
Standard practice is to use water soluble fluxes such as and similar to
Kester 331 followed by a well-controlled cleaning process that is
further verified as being within control with the use of an Omegameter
or Ionograph cleanliness tester or other test methods. This is what
J-STD-001CS, -C, and -D is referring to. This is no different from SMT
processes using Kester R562, Alpha WS 609, or many other water-soluble
type ORH0 fluxes.
In fact, some military and aerospace customers dis-allow the use of RMA
fluxes. They would prefer to see the use of a water-soluble OA flux
followed by a well-controlled and well documented wash process. 
Mr. Cooke is correct, the process must be customer-approved before used
on product. J-STD-001 also requires maintaining records for ongoing
verification that the wash process is producing clean hardware.

A review of the Kester data sheet indicates that the flux chemistry is
corrosive and electrically conductive.

You didn't specify the avionics application your hardware is being
designed for, so I'll assume the most demanding - space flight.

Avionics hardware reliability is considered critical to the vehicle,
crew, and mission.  Some materials (even metals) sublimate at reduced
pressure - not good if there are humans or optical surfaces in the
immediate area.
Electrical isolation drops.

NASA Workmanship requirements and J-STD-001CS prohibit use of this flux
chemistry on flight and mission critical electronics, unless there is
sound engineering rationale, backed up by objective evidence, that use
of this material will not damage or degrade the hardware, and that the
cleaning process is effective, in control, and verifiable.  Use requires
customer approval prior to use.

does anyone have any information on the performance of cored wire kester
331 fluxed sn-pb solder.  I am unable to find much in the  literature,
in fact all i can see is words of caution: do not use. Thanks
