        We had an exact similar occurrence this week on boards with the
        (amazingly) same date code.

        Cross section revealed inadequate copper plating in the vias and
        through holes.

Hello Al,

     These boards are consigned, but I'm assuming it's just regular ol'
tin/lead HAL, looks like it to me anyway. Datecode says 4098...just last
month, two-layer board, nothing special. LPI SMOBC, axial holes (where the
solder's falling out) are .035", and my Mitutoyo tells me that the leads are
.025" - .027".

      While I send this off, I'm gonna go back to the stockroom and get me a
bare board and REALLY scope that puppy out, supposedly, we just got another
kit today and maybe I can see something on the fabs...
