Okay hope I am not wrong and if I do, I apologize.

Type 3 (with plated through holes) - IPC-6012 (1.3.2) refers as Multilayer board without blind or buried vias.
Class 2 (IPC-600F) - Dedicated Service Electronic Products: Includes communications equipment,sophisticated business machines,  and instruments where high performance and extended life is required and for which unterruted service is desired, but is not critical. Certain
cosmetic imperfections are allowed.
