In quoting IPC-A-610, "The minimum protrusion requirement is that the lead end
must be visible in the solder"
Here at aerojet, we had a similar problem, except that it was one in that the
connector lead was just long enough to be "flush" with the top of the pad.
(12 layer rigid-flex-rigid, .1 thick)
we used a note- "the lead must be discernable in the solder joint"
