Yes, MEK can remove soldermask residues, if they are uncured.  But so will
the citrus terpene cleaners, and any number of other cleaners brought to you
by your friendly local chemical vendor, and usually these cleaners do not
offer either the personnel threats, or the fire hazard that MEK has.
