Of course both of 'Fused Solder' and HASL are fused solder; the difference is
that the 'just' 'Fused Solder' is solder plating [actually Sn/Pb co-plating]
that was heated to combine the plated Sn and Pb into fused solder, whereas
HASL in addition blows some of the liquid solder volume off the PCB to create
flat surfaces for component placement.
